The position was established for the purpose of supporting the Project Supplies Team which undertakes the market research, tender process, assignments/contracts and cost monitoring for Group’s projects’ required subcontracts, long-term project services and project materials. The candidate is required to perform duties related to the subcontracting services necessary for the offshore projects of the company and always in accordance with established policies and regulations. The Project Procurement Engineer is considered to have a valuable role in handling and facilitating the procurement process of the projects as well as ensuring that the necessary project subcontracts, services and project materials. The Project Procurement Engineer researches, evaluates and purchases services based on price, service, quality and warranty, and reviews specifications, prepares bid forms and handles bidding process, analyses bid results and makes recommendations and awards, while processing purchase orders and other requests and preparing and maintaining relevant contract files.
Responsibilities
- Performs the procurement process in accordance with Asso Group’s business activities, policies, procedures and ethical standards.
- Consults and supports in the identification of needs for subcontracts, project services or project materials to be procured and coordinates with project teams to produce an accurate RFQ, RFP or ITT.
- Ensures timely issuance of RFQs (Requests for Quotation), RFPs (Requests for Proposal) and ITTs (Invitations to Tenders).
- Ensures timely receipt of vendor offers for each requisition until the set due dates.
- Conducts accurate commercial evaluations, through comparative tables and bids’ analyses, ensuring that the commercial information is kept confidential at all times.
- Evaluates the quality of proposed services and liaises with internal stakeholders for the selection of the vendors and subcontractors during projects awards.
- Negotiates commercial contractual matters to ensure favorable terms and conditions.
- Prepares and manages subcontract agreements, service agreements and material Purchase Orders (POs) in cooperation with Legal, PMO (Project Management Office), Engineering or other key internal teams, aiming at favorable commercial deals, project risks’ mitigation and adherence to project requirements.
- Able to apply cost control efficiently and manage subcontract changes, extensions or subcontract disputes.
- Develops and maintains a commercially sound vendor base, conducts continual survey of the market for new supply sources including non-traditional suppliers and assists in maintaining Asso Group PVL “Preferred Vendors List”. Prequalifies vendors to obtain internal and client approval, if required. Evaluates and monitors vendor performance on a continual basis.
- Monitors vendors/subcontractors’ performance via the procedures and records established and maintained in collaboration with the Group’s QHSE department.
- Maintains and updates procurement records such as subcontracts, deliverables, invoicing, contract changes, variation orders, subcontract costs, budgets, variances and purchase orders.
- Participates in meetings for the exploration of new subcontractors/vendors.
- Ability to travel on an ad-hoc basis for critical cases or company’s participation in exhibitions/events.

Requirements
- Minimum 3years working experience in similar positions preferably in a project-based environment either at work sites or through corporate level.
- Advance training in Electrical, Mechanical, Civil Engineering or Business studies background through similar field of expertise or even by multiple years of on-the-job training.
- Experience of working with technical contracts and contracting/ subcontracting services is preferable.
- Fully conversant with modern procurement and purchasing techniques is preferable.
- Experience of Purchasing bespoke, manufactured parts including scheduled deliveries.
- Clear and effective oral and written communication skills in English language.
- Proficient knowledge of Microsoft Office is required.
- Additional working knowledge of foreign languages, (e.g. Italian, German, French etc.) are to be considered as extra skills.
- Experience of working with ERP systems is to be considered as extra skills.
