Job Description

  • The Procurement Engineer (Category) will be responsible for developing and implementing strategies for Categories assigned in cooperation with the Category Manager.
  • The Procurement Engineer is assigned at corporate level and is working under the direction of the Procurement Category Manager.
  • Responsible for collecting and analysing data to determine trends and report results within a specific Category or Categories.
  • Coordinate closely with the Category Manager and Technical Expert and other internal stakeholders.
  • Periodically re-assess the action plan set to achieve the objectives planned for the specific Categories.
  • Support PRC Department at site or corporate level when required after PRC management approval
  • Adhere to procurement guidelines and work in full compliance with approved procedures, using available APICS Procurement tools and in accordance with Archirodon IMS System.
  • Perform rigorous analysis of internal company data and external market researched data, while working with the Procurement Category Manager and the Technical Experts to jointly develop strategies containing objectives, savings hypotheses and other specific targets.
  • Harmoniously cooperate with other internal stakeholders for collection of data and exchange of information.
  • For an assigned Category/Categories, source and propose appropriate bidders from the company's vendor list and source and propose appropriate bidders from external research as per the planned strategy. Perform bidder assessments in compliance with the company procedures.
  • Execute the full procurement cycle for market engagement of the shortlisted category bidders: produce forecasts of potential future spends, prepare Invitations to Bid and float them to the selected bidders, perform bid reviews and carry out clarifications to minimize risks, perform comparison statements, apply appropriate criteria for scoring of bid packages.
  • Prepare the proposed Category Strategy Recommendations for Management approval including the internal Change Management Plans and Work Instructions for implementation of the Category within the existing company environment and other relevant documentation. Carry out negotiations with awarded suppliers and work on the Frame Agreements in cooperation with the relevant internal departments.
  • Roll out the frame agreement within the company environment, perform troubleshooting and apply the planned monitoring schemes.
  • Produce Key Performance Indicators to allow continuous monitoring and assessment of the procurement strategy defined. Apply adjustments.
  • Coordinate with the Regional / Divisions Procurement teams and Projects/Sites Teams to ensure proper communication and implementation of plans.
  • Perform regular meetings with the supplier(s), maintain an objective stance between the supplier and the company while facilitating the implementation of the frame agreement to the advantage of the company.
  • Report on a bi-weekly basis or as agreed with the Category Manager.
  • Keep written records as agreed with the Category Manager.


Qualifications

  • BSC Engineering University Degree in a relevant field (Civil / Mechanical)
  • Excellent knowledge of MS Office (Word, PowerPoint, Excel including pivot tables)
  • Good analytical skills: data analysis, identification and presentation of trends and results, and preparation of strategies
  • Fluency in the English language (oral and written)
  • Very good communication and cooperation skills
  • Good knowledge of ERP software
  • Minimum 4 years' experience as Procurement Engineer / Project Controls Engineer / Tender Engineer / Site Engineer
  • Previous experience in the Construction Industry. Previous experience in the Oil & Gas sector is an asset.
  • Proven experience in a relevant field (Civil/Mechanical)
