CORE FOCUSThe two pillars of this role are inseparable: the candidate must be capable of supervising works on the ground with technical authority, and of managing the commercial and procurement process with precision and discipline. Both are expected to the same high standard. ON-SITE ENGINEERING• Take full technical responsibility for works execution on site, ensuring strict compliance with approved drawings, specifications, and applicable standards • Monitor and enforce quality of workmanship across all trades and subcontracted works, with zero tolerance for deviation without formal approval • Conduct structured site inspections, maintain detailed records, and produce regular written progress and quality reports • Identify construction problems early, propose solutions, and coordinate resolution with all relevant parties without delay • Enforce health, safety, and environmental requirements at all times and lead by example on site BOQ DRAFTING & OFFER COMPARISON • Prepare detailed, well-structured Bills of Quantities from drawings, specifications, and site surveys — covering materials, labour, plant, and subcontracted works • Issue structured enquiries to pre-qualified contractors and suppliers, ensuring full scope clarity and comparability of all returns • Compile thorough offer comparison sheets that evaluate bids on a like-for-like technical and commercial basis • Identify scope gaps, qualifications, and exclusions in received offers and seek written clarifications before any recommendation is made • Present award recommendations to management with clear rationale, fully supported by documented analysis • Issue purchase orders, manage approvals workflow, and maintain an accurate and up-to-date procurement log throughout the project lifecycle |
CONTRACTOR FOLLOW-UP
- Serve as the primary point of contact for all contractors and subcontractors, both on and off site
- Track delivery schedules, material submittals, and outstanding contractor actions against agreed milestones
- Review and assess contractor progress claims and invoices against agreed scope and BOQ line items
- Manage scope variations in a structured, documented manner and ensure timely agreement of values
- Maintain formal correspondence records with all contractors throughout the duration of works
REQUIREMENTS
- Minimum 3 years of experience in a site engineering role on construction projects
- Degree in Civil Engineering or a related engineering discipline
- Demonstrated experience preparing Bills of Quantities and conducting structured offer comparisons
- Solid understanding of construction contracts, scopes of work, and pricing principles
- Strong ability to read, interpret, and challenge technical drawings and specifications
- Effective communicator with the confidence to manage contractors both on and off site
- Proficiency in English, both written and spoken
- Valid driving licence
PREFERRED QUALIFICATIONS
- Membership of a recognised professional body (e.g. TEE / EETE)
- Experience with quantity surveying or cost management software
- Familiarity with local building regulations and authority coordination
- Background in budget tracking and cost reporting at project level
