The HSTC (High Stakes Test Center) Coordinator plays a key role in ensuring the smooth operation of High-Stakes Test Centers (HSTCs).
The role involves working with partners, managing schedules, ensuring compliance, and providing the necessary tools and processes for efficient exam delivery. Strong organizational skills, attention to detail, and clear communication are essential to maintaining high-quality standards.
As a HSTC (High Stakes Test Center) Coordinator your tasks will include the following:
- Coordinate scheduling across the HSTC network, reviewing upcoming availability and capacity requirements.
- Collaborate with Workforce Management team on Speaking Examiners’ allocation forecast.
- Monitor the utilization of HSTCs and recommend adjustments or expansions based on demand.
- Manage accurate submission of invoices for HSTCs, verifying exam volumes and facilitating timely payments.
- Coordinate with internal teams, to manage unforeseen events ensuring minimum impact on candidates and stakeholders.
- Oversee CCTV monitoring across HSTCs to ensure ongoing compliance with regulatory standards.
- Handle requests from HSTCs regarding changes in setup or personnel, directing them to the appropriate internal teams.
- Proactively identify and communicate quality-related observations or opportunities for improvement to the relevant teams.
What we look for:
- Bachelor’s degree in business administration, operations management, or a related field preferred.
- 1-3 previous working experience in a multi-cultured environment would be considered a plus.
- Excellent attention to detail.
- Excellent command of the English Language (Level C2). Extra languages desired
- Advanced computer literacy is required. ECDL Advance level certification is desirable
- Clear and effective communication skills, both written and verbal.
- Strong organisational and time-management skills.
- Ability to work under pressure and meet tight deadlines.
- Experience in liaising with multiple teams and departments.
- Strong focus on compliance, ensuring all processes and communications adhere to relevant regulations, company policies, and industry standards.

Working on Home Office (HO) Secure English Language Tests (SELTs)
Any person who is engaged by PeopleCert to work on the SELT service must undergo a Background Check (the results of which must be acceptable to PeopleCert and the HO) prior to commencing their SELT duties. All SELT personnel will be required to complete a declaration (provided by PeopleCert) where the existence of any criminal record and/or bankruptcy must be declared.
If working on the SELT service in the UK, background checks will include:
- A basic or enhanced Disclosure Barring Service (DBS) check
- Right to Work in the UK check (including nationality, identity and place of residence)
- HO security check (Baseline Personnel Security Standard (BPSS) or Counter Terrorist Check (CTC)
- Financial background check
- Employment reference check
- If working on the SELT service anywhere in the world (outside of the UK) personnel will undergo background checks that are equivalent to those stated for the UK
In addition, if personnel are required to speak to SELT candidates they must be appropriately skilled in English language and, where SELT services are provided anywhere in the world (outside of the UK), the official language of the relevant country.
