Main Tasks / Competencies:

• Liaise with contractors and United Fiber Deployment engineers and act as technical auditor on a construction scene.
• Conduct SS and audits to ensure standardization, quality, efficiency, and safety in the workplace as well as develop new sources to resolve workplace inefficiencies.
• Manage BOQs related to a specific deployment/construction project.
• Actively contributing to constant communication and act as UF’s single point of contact with municipalities/prefectures/other state agencies or technical services.
• Analyze construction designs and certify proper deployment delivery on field.
• Monitor construction roll-out and reports KPIs per contractor.
• Create quality control and quality assurance policies (i.e. H&S) and drive continuous process improvement efforts.
• Coordinate with the contractor’s representative and Site Engineer in charge for inspection and meeting about quality problems including the closure of Non-Compliance Report.
• Ensure timely and effective resolution for QA or QC issues, in coordination with Construction Manager/Consultant/Department Head
• Assist the Project/Construction Managers in reviewing the contractor’s specific quality plans and produce recommendations.

Basic Requirements / Qualifications:

• Bachelor Degree in Civil / Electrical Engineering or equivalent
• In depth knowledge of current legislations related on construction of FON.
• At least 5 years of experience on fiber optic network deployment and QA/QC.
• Professional membership, if any would be considered additional qualification.
• High level of proficiency with GIS tools (e.g ARCGIS, FWS, WebCIT)
• High familiarity with construction materials and optical fabrication, tools and methods of deployment.
• Driving license
• Time management skills 
• Effective communication in English (both in verbal and written way)
• Effective in building good working relationships within complex structures both within projects, with clients and internally.
• Capable of reviewing existing operations within an organization through all the project phases (processes and procedures in both office and site), assessing both the strengths and weaknesses and assisting in compiling a bespoke set of process and procedures of all the activities including but not limited to quality, progress, design and construction.
